Advanced Water Purification Facility (AWPF) Construction and Oak Tree Mitigation

Las Virgenes Municipal Water District and Triunfo Water & Sanitation District are set to begin construction of the Advanced Water Purification Facility (AWPF), a critical part of the Pure Water Project Las Virgenes-Triunfo. The facility will purify recycled water to drinking water standards, reduce reliance on imported supplies, and strengthen the region’s drought resilience.

Why Oak Trees Are Being Removed

To safely construct the AWPF and its access paths, 10 coast live oaks and 28 valley oaks must be removed. These trees are located directly within the footprint of the new facility. Their removal follows environmental guidelines and arborist best practices and has been developed in collaboration with the City of Agoura Hills.

Tree Replacement and Restoration

The JPA aims to not just replace the trees individually, but to establish an oak woodland that supports other plant species and the local fauna by creating new habitat. The JPA worked hard to develop a tree mitigation plan that would keep the new trees in the same site, thereby maximizing the environmental and habitat benefits of the replanting effort.

Additionally, in accordance with the city of Agoura Hills Oak Tree Preservation Guidelines, removed trees will be replaced at a 4-to-1 ratio:

  • 40 coast live oaks
  • 112 valley oaks
  • 152 total replacement trees

Replanting will occur both at the AWPF site and at a nearby, designated open space/oak mitigation area. Crews will also take steps to protect remaining trees, including fencing, root protection and arborist oversight.

Public Information Session

On Aug. 21, 2025, community members attended a Pure Water Project information session at the Agoura Hills Recreation and Event Center. The event provided an overview of the AWPF project, upcoming construction activities and tree mitigation efforts, followed by a Q&A with project staff.

Construction Timeline

  • Tree removal: Late 2025 to early 2026
  • New tree planting: Begins late 2026, with five years of maintenance and monitoring
  • AWPF construction: Major work anticipated to begin spring 2026
